1. Community Action Planning: Mobilizing People to Plan for Development and Reconstruction
Community participation in development planning can be an effective tool to ensure that programmes implemented can best help resolve the problems and fulfill the needs of the community. The CAP guidelines contain a general description of, and the measures taken to prepare a housing development action plan which involves the community, placing them in position as one of the main actors. These measures include a reflection by the community on their current conditions, identifying and determining the priority of community problems, alternative and priority solutions, and an approved action plan for project implementation and monitoring. This guide draws on field experience in participatory housing development planning as carried out by UN-HABITAT Banda Aceh, in the framework of restoring the conditions of communities affected by the earthquake and tsunami in NAD and Nias in 2004 and 2005.

4. Organizing a People’s Process for Housing: Community-Based Settlement Development
As a new alternative, the participatory development approach has not often been used by the development actors, including in the sector of housing and settlement construction. The commitment of development actors - in this case the Aceh Tenggara district government in the province of NAD - to build houses for the lowincome groups by involving the community, calls for clear directive and tangible methods. The guidelines aim to capture these successful methods. The experience of UN-HABITAT Banda Aceh and other agencies in managing participatory residential and settlement construction has been the basis for preparing
the guidelines, with due consideration to the policies and operational strategies in effect. These guidelines may also be useful to other housing construction agencies that would like to use a community participation approach, with certain adjustments where necessary.

should assist the development actors in preparing a good infrastructure plan.
