Training for Improved Municipal Solid Waste Management (TIM SWM)

District-level government departments with SWM responsibilities in 9 Districts in Aceh Province and Nias Island

Since March 2005, UNDP’s Tsunami Recovery Waste Management Programme (TRWMP) has provided support to the Provincial and District authorities in Aceh and Nias to rehabilitate the solid waste management (SWM) infrastructure. Following the severe earthquakes in December 2004 and March 2005 and the subsequent devastating tsunami which followed the December event, initial efforts were focused on supporting the massive task of clearing tsunami debris, and creating livelihood projects using recovered recyclable materials. Assistance was also provided to restart essential SWM services in eight districts. Under TRWMP Phase II, activities were expanded to a total of thirteen districts (Lhokseumawe, Aceh Utara, Bireuen, Pidie, Aceh Besar, Kota Banda Aceh, Sabang, Aceh Jaya, Aceh Barat, Nagan Raya, Nias, Nias Selatan, and Simeulue) on the east and west coasts of Aceh province and Nias Island and included greater focus on sustainability of the waste management systems and environmental safe guards.TM SWM responds to an invitation from UNDP to UN-HABITAT to implement a training and capacity building project in support of TRWMP Phase III.

Project GoalThe TIM SWM project will contribute to basic SWM service delivery in the post-disaster context of Aceh and Nias, by building the capacity of local authorities to better plan, budget and operate their financial, human and technical resources, including the sanitary land fill resources, which are being developed as part of the post-Tsunami assistance.  Moreover, TIM SWM will provide training and capacity resources suitable to Aceh and Nias local authorities in the longer run and provide support to longer-term national training SWM training capacity.

ObjectivesTIM SWM's activities respond to 3 objectives :Objective 1: To support the preparation of plans and operational programmes, essential for the introduction of sustainable and effective solid waste management systems in 9 districts of the TRWMP.
Objective 2:  To strengthen institutional and human resources capacity within district sanitation departments for effectively and efficiently planning, managing and operating the SWM services in 9 districts. Objective 3:   To develop training material available to all districts of Aceh Province and of Nias island and available (post-programme) for national mainstreaming.

Beneficiaries
The main focus of the TIM SWM project will be on training that targets both officials responsible for services (policy makers and budget planners, Dinas heads and administrators) and the technical and operational staff implementing the SWM activities (Section managers, engineers, landfill operators, collection and disposal workers).
